Eyelash transplants

Yes. Eyelash transplants are an effective way for restoring density and length to the upper eyelids.  This is a procedure I now regularly perform for cosmetic purposes.  The eyelashes will need to be trimmed on a once or twice monthly basis, but produce aesthetic results.  I suggest you send some photos for me to evaluate.
